<p>Over the course of the next few weeks, Gillard will outline exactly what will be required of poker machine club operators who take part in the trial. The plan will include details about compensation and software, two of the biggest issues that operators have been asking about for the past month.</p>
<p>While Gillard is confident with her plan, other politicians are not so sure about it. The Greens have claimed that supporting Gillard’s trial may delay any efforts for actual reform. A trial may be what the clubs want, but it is not actually doing anything about the growing rates of gambling addiction across the country.</p>
<p>“My concern is that because the bill is so weak, and so timid, that in fact what it does is it stops anything happening for the following years because we have a trial under way,&#8221; says Greens Senator Di Natale.</p>

			<content:encoded><![CDATA[<p>Echo Entertainment has announced that the Treasury Casino will be the third of its gambling venues to install voluntary precommitment technology on its games. 3000 games will receive the makeover treatment, bringing total percentage of equipped games to 18% in Queensland.</p>
<p>The casino operator will begin installing the software on its machines over the course of the month. Currently, only 11% of the state’s games have been equipped with the technology, but Echo Entertainment hopes that the number will grow if the operator continues to set a good example.</p>
<p>According to gambling minister Paul Lucas, gambling problem numbers have been on the decline since the first games were installed with voluntary precommitment software a few years ago.</p>
<p>While this is certainly a step in the right direction, anti-gambling advocated Nick Xenophon is not impressed. He believes that it is an empty gesture, as voluntary precommitment is likely to do very little to help with problem gambling rates across the country.</p>
<p>&#8220;Voluntary pre-commitment is about as effective as voluntary speed limits and voluntary drink driving laws,&#8221; Xenophon says. He believe that in order for reform measures to be effective, they must be mandatory.</p>

<p>Last Thursday, club owners from across the area gathered to discuss the issue. They wanted to determine the best course of action, debating whether or not taking part in the trial would be a good idea.</p>
<p>While the group of club owners agreed that they would take part in the trial, they are still not sure what is going to be asked of them. While testing precommitment technology is, of course, the main goal, club operators do not know anything else about the trial.</p>
<p>&#8220;We don&#8217;t know what exactly will be trialled”, Jeff House of Clubs ACT says. “We don&#8217;t know the assessment methodology”.</p>
<p>Clubs are also concerned about the compensation. Julia Gillard has announced that over $37 million will be paid to the clubs that take part in the trial. However, some club owners are concerned that it will not be enough; they want to know what the government plans to do if that happens to be the case.</p>

However, now that they have had a chance to step back and examine their finances, they are cutting back on their recreational activities.</p>
<p>Fewer Australians seem to be going to local gaming clubs to have a drink and play pokies. <p>According to reports, the development company, PJ Cook Investments, will not go through with the renovation unless the proposal for the new poker machines is approved. Currently the proposal is with the Victorian Commission for Gambling and Liquor Regulation, and the Fyansford owner is hopeful that the request will be okay’d by the committee.</p>
<p>The proposal risks being rejected if the council finds that the new machines would bring the city over its cap. However, PJ Cook claims to have bought the pokies at an auction. As such, they previously existed in the city and would not exceed the current cap on the number of poker machines allowed in Geelong.</p>
<p>The renovations to the dining and accommodation of the Fyansford Hotel would help the venue increase its profitability, but introducing gambling would make the real difference. Over the course of the past year, Geelong residents spent $50 million on pokies, and the owner of the Fyansford would like to see a portion of those profits.</p>

The study, conducted by Responsible Gambling Advocacy Centre has found that women are more likely to become addicted to poker machines as they offer a form of escapism.</p>
<p>One of the key points that the study highlights is that women are more likely to play poker machines as they are isolated games. While you would think that women are more attracted to social games like bingo, this is not the case when they are looking for a way to escape the problems of everyday live. As such, they can bury their head in the sand and play poker machines. Men seem to opt for more social forms of gambling like casual bets with friends and playing traditional poker.</p>
<p>Of course, poker machines are meant to be a form of entertainment – not escapism – but it can be dangerous when players confuse the two. It seems that many women have done so, leading to a destructive path of problem gambling.</p>
<p>The study has also found that women believe there is a stigma attached to being a problem gambler, that they would be viewed as bad mothers if they were to be found out. As such, fewer women report their gambling problems and seek help for them.</p>

			<content:encoded><![CDATA[<p>Last week, The Victorian Commission for Gambling Regulation approved a proposal for a new poker machine venue, despite the community’s protests. The opposition to the new venue was one of the biggest the community has ever seen, but the local government seemed to disregard the protest movement and grant the venue a license anyways.</p>
<p>As a result, community members are beginning to wonder just exactly how the approval process for gambling licenses works. According to those opposed to the addition of new poker machines, it seems as though all proposals for new gambling venues are approved, without determining the social costs.</p>
<p>The Sydney Morning Herald published some statistics that seem to support these claims. For example, of 38 venue applications that the regulator saw over the course of the past year, only one was rejected. This demonstrates that just about any proposal will be approved, regardless of what the community thinks.</p>
<p>“The commission process is seriously flawed, and the governing legislative regime, deficient”, the report says.</p>
<p>As such, the local gambling regulator may want to rethink its licensing practices in the future, taking a more discerning approach to approving proposals for new gambling venues.</p>

However, only $2 million is pumped back into the local community in the form of gambling grants, which are meant to fund education, health and social services. The fact has recently been brought to the attention of the community, who believe that they deserve a bigger cut.</p>
<p>According to Sharna-Lee Edmonds of the Maori Problem Gambling Service, locals spent $10.7 million on poker machines across the country. From that total, $3.9 million goes to funding programs for various community groups. While nearly half of gambling revenues seems to be a fair pay off, over half of that total goes to community groups in other areas.</p>
<p>&#8220;Why is it that we stand to lose over $10 million out of the pockets of our families, when we only gain under $2 million in return for our local community groups?”, she asks.</p>
<p>This seems to be a growing problem in the local community, and Edmonds believes that something needs to change. If locals are spending more on pokies than other groups, then she thinks it is only fair for the government to offering adequate community funding.</p>
