This week, the Victoria state government announced its plans to review pokie numbers. It will determine whether or not the current pokie regulations shoulder remain in place, and there is a chance that pokie numbers may increase in pubs and clubs across the state.
Currently, there is a cap of 27 372 entitlements for poker machines in pubs and clubs in Victoria, and they will expire in 2022. The review will take a look at whether or not the current 10-year entitlement term should remain in place, and if licenses should be issued in perpetuity.
If there are changes to the way pokie licenses are issued and an increase in the number of games, then the state government could stand to earn billions more in gaming revenue. However, responsible gambling advocates are sceptical about poker machine licenses that are issued in perpetuity. Charles Livingstone, Gambling Researcher at Monash University says:
"If you've got something issued in perpetuity there is an assumption that can't be taken off you except in the most extreme circumstances”.
He argues that it is important and socially responsible for gaming operators to renew their pokie licenses. The renewal process requires them to demonstrate that they are adhering to gambling laws, keeping players safe and ensuring a high quality of service to customers.
During this review, the state government will not be reconsidering current responsible gambling measures. However, authorities will be taking a look at some possible harm minimisation measures that could help to reduce problem gambling among Victoria’s residents.
This is a very important undertaking, as the Victorian government considers rules and regulations that would greatly benefit the state in a number of ways. We will keep you posted on the development of the review, and when the results are revealed.
